Reopening and Foundation Aid Plans

Reopening and Foundation Aid Plans

Reopening Plan

This document meets the requirements set forth by the New York State Department of Education (NYSED) and New York State Department of Health (NYSDOH). The schedule for students will be finalized after Governor Cuomo’s announcement, which is anticipated for the first week of August.
Based on the guidelines from the Governor, NYSED, and NYSDOH, Sidney CSD will finalize the schedule for in-person, hybrid and remote learning for grades K-6 and 7-12. The schedules for in-person, hybrid and remote learning will be shared with Sidney CSD families via virtual forums, School Messenger, the district’s website and social media.

Foundation Aid Plan

The Sidney CSD is in the third and final year for the New York State Foundation Aid being a fully funded initiative. This is great news, as the district will receive more in foundation aid. Foundation aid was enacted in 2007-08 and is the largest unrestricted state aid category supporting school districts expenditures in NYS.
Since foundation aid was enacted, the district has been funded at around 83%. For the past three years, New York State has been committed to fully funding the school district’s foundation aid. The Sidney CSD foundation aid allocation is as follows:
  • 2019-2020 - $11,553,922
  • 2020-2021 - $11,798,703
  • 2021-2022 - $12,208,810
  • 2022-2023 - $13,617,780
  • 2023-2024 - $16,209,486
American Rescue Plan and Foundation Aid Feedback

Sidney CSD is committed to ongoing stakeholder feedback about the funding received through the American Rescue Plan (ARP) and Foundation Aid. Students, families, community members and all staff are encouraged to provide feedback. Opportunities for feedback include:

  • Review at monthly administrative meetings
  • Presentations during Board of Education meetings every six months with an opportunity for public comment
  • Minutes from the above meetings and public comment will be reviewed by the administrative team and revisions made to the plan as appropriate
  • A survey is available for ongoing feedback. This survey will remain open thru June 30, 2024. Submissions are reviewed upon completion.

Should you have questions about the funding Sidney CSD receives or its intended uses please email Mr. Eben Bullock, Superintendent of Schools ([email protected]).
